Review of the National Gene Technology Scheme 2017

The Legislative and Governance Forum on Gene Technology (the LGFGT) has announced the review of the National Gene Technology Scheme, and is inviting public submissions to the review.

Stage 1 consultation will be open until midnight (AEST), Friday 29 September 2017.

The primary aim of the first stage of engagement is to identify issues requiring consideration as part of the review. Future consultation will explore potential solutions to matters raised in response to the Terms of Reference.

Following this first consultation phase, there will be further engagement opportunities on specific issues raised.

The consultation process has been organised in three phases aimed at identifying key issues for consideration, collaboratively exploring policy solutions to these issues, and finally providing an opportunity to comment on the findings:

Phase One – Written submissions

  • Open consultation 25 July – 29 September 2017 (10 weeks): gain an understanding of key issues to be addressed through the review by seeking input from stakeholders (through a written submission process), and examining input into other reports and reviews.

Phase Two - Explore options and possible policy solutions

  • Open consultation 6 November – 14 December 2017 (6 weeks): using the input from Phase one, engage collaboratively with stakeholders (through issues papers, workshops, forums, surveys, targeted meetings, market research and written submissions ) to explore options and develop solutions to the issues captured.

Phase Three - Validate proposed outcomes with stakeholders

  • Open consultation early 2018 (anticipated March): taking into account Phase one and two considerations, present draft findings for stakeholder comment through an online submissions process.

Gene Technology Regulations 2001 review

The Gene Technology Regulator’s technical review of the Gene Technology Regulations 2001 (the Regulations) is also continuing. The technical review aims to provide clarity about whether organisms developed using a range of new technologies are subject to regulation as genetically modified organisms, and ensure that new technologies are regulated in a manner commensurate with the risks they pose.

While the technical review of the Regulations is limited to the current policy settings of the regulatory scheme, issues outside this scope may be considered by the Legislative and Governance Forum on Gene Technology (LGFGT) through the Review of the National Gene Technology Scheme.

The Review of the National Gene Technology Scheme is run by the LGFGT, independently of Office of the Gene Technology Regulator (OGTR,) and will involve future phases of engagement. OGTR is working toward publicising outcomes of the technical review of the Regulations in time for future consultations for the Review of the National Gene Technology Scheme.
