Land use planning for agriculture and food

The Department of Agriculture and Food, Western Australia is committed to ensuring land and water resources meet future industry needs. This is in line with the State Government's Priority Plan for Agriculture and Food to assist the Western Australian agri-industry and food sector achieve its sustainable potential in a rapidly changing world. 

The land use planning challenge for agriculture and food industries is to have sufficient suitable land and water resources to support the current and future development needs of agriculture and food in Western Australia.

Securing land and water resources

The Department of Agriculture and Food, Western Australia (DAFWA) provides information and advice to the Western Australian Planning Commission, the Department of Planning and Local Government Authorities to assist with their strategic planning processes. DAFWA seeks to have Western Australia's land use planning strategies and policies support the continued success of agriculture and food processing industries.

DAFWA does not routinely provide advice on individual subdivision or other development proposals. Instead the department relies on planning decisions founded on sound, evidence-based plans and policies. DAFWA, through its role in land use planning and policy is to:

  • Identify the State's best and most productive agricultural land (agricultural land of State, regional and local significance - see report: Identification of high quality agricultural land in the Mid West region).
  • Provide information on agriculture and food industry development requirements and future demand projections for land and water resources.
  • Provide advice to the Western Australian Planning Commission on cases before the State Administrative Tribunal (SAT), particularly where high capability agricultural land is potentially impacted.
  • Identify land use opportunities matched to land capability and advise on the preservation of high quality agricultural land.
  • Identify impacts to agriculture and food industries in addressing planning proposals for urban and semi-rural development and rural growth areas (recognising that changes in adjacent land use to any non-agricultural activity can create potential for land conflict).
  • Advise on impacts from potential urban and rural residential development expansion on high quality agricultural land or land used for agricultural food processing.
  • Work with planning authorities to assist with defining clear urban growth boundaries adjacent agricultural land.
  • Assist in identifying suitable separation distances and buffers between land uses potentially competing with agricultural, food production and processing land to avoid land use conflict.
