Definitions

Approved seed ToBRFV testing program means a program of sampling and testing of seed for ToBRFV to provide 99% confidence of detecting an infection at a rate of 0.02% of seed. Each seed lot must be sampled based on a rate of 20,000 seed or 20% of seed of the lot, whichever is higher, with ToBRFV not detected.

Approved testing method means testing by an accredited laboratory, performed to the EPPO diagnostic protocol standard for ToBRFV. Accepted laboratories are:

  • AgriBio Crop Health Services, Victoria
  • Plant Health Diagnostics Services, Elizabeth Macarthur Agricultural institute, NSW
  • SARDI Plant Research Centre Molecular Diagnostic Laboratory, South Australia; or
  • Other laboratories where accepted by the Chief Plant Biosecurity Officer WA

Assessed negative property mean a property that was a ToBRFV associated property and has been cleared of suspicion of infection by the Chief Plant Health Manager for that state or territory and is subject to restrictions that prevent the introduction of ToBRFV to that property.

Authorised inspector means an inspector authorised under the relevant Biosecurity Act of that state or territory.

Pest free place of production means a place of production in which absence of ToBRFV is established and maintained in accordance with ISPM 10.

Pest free production site means a production site in which absence of ToBRFV is established and maintained in accordance with ISPM 10.

Production facility means an individual field block, hot house, greenhouse or similar within a place of production.

Property means

(a)    a parcel of land (lot on plan), or

(b)    several parcels of land which

                  i.        are contiguous with one another or are separated from one another only by a road, river, creek, other watercourse, or similar, and

ii.        constitute or worked as a single enterprise regardless of ownership or lease arrangements.

Re-consigned means the forwarding of whole consignments or sub-consignments.

Re-consigned secure conditions means:

  • all seed intended for repackaging or splitting must remain in original packaging with original labelling until repacking or splitting into final packages, and
  • equipment used during the process must be clean and visibly free from plant material and have appropriate waste removal processes in place, and
  • each seed lot must be split or repackaged under conditions that prevent contamination by other seed lots through the entire process, and
  • all packages to be re-consigned must be labelled with the packaging identification of the originally imported consignment, and
  • a business must maintain a traceability record that enables seed to be traced back to the original import.

Splitting a consignment means that act of dividing a consignment into sub-consignments for the purpose of sending to a different receiver or consignee.
