Pre-border biosecurity : risk analysis and policy
Plant Biosecurity develops quarantine policies that protect the plant health of Western Australia's agricultural industries and natural environment from exotic pests and diseases while allowing trade to occur in the least trade restrictive manner.
Threat identification and risk analysis are significant components of Western Australia's approach to plant biosecurity.
Plant Biosecurity is responsible for undertaking pest risk analyses of plants, plant products and potential carries of pests (such as machinery) proposed for importation into Western Australia. Pests likely to be present on these pathways are determined and assessed to determine their quarantine status. Quarantine pests are further assessed to determine the level of risk they pose and the measures required to mitigate the risk to an acceptable level.
Plant Biosecurity policies in Western Australia are based on our national and international obligations under the World Trade Organisation (WTO) and in particular the Sanitary and Phytosanitary (SPS) Agreement ww.wto.org/english/tratop_e/sps_e/sps_e.htm.
One of the key aspects of plant biosecurity policy is the maintenance of official control and the principles of non-discrimination, transparency, equivalence and risk analysis.
